Project background:
The project aims to strengthen and implement clear targets and scopes for low-carbon, inclusive, resilient, and safe urban mobility strategies in the coastal metropolitan areas of Makassar and Surabaya—cities that are particularly vulnerable to sea-level rise and flooding. Through this initiative, urban transport policies in both cities have been enhanced with ambitious parameters to improve safety, reduce road transport emissions, promote inclusive access, and increase resilience to the impacts of climate change.
Project summary:
The project supported local planning and engagement activities, such as the handover of the Executive Summary of the UCRA Study in Mamminasata and collaborative exploration with Makassar’s Public Works Agency to define the next steps for the Sudirman Loop conceptual design. These efforts hope to strengthen alignment between national strategies and regional implementation while ensuring tangible impact on the ground.
To promote inclusivity in urban mobility, a range of GEDSI (Gender Equality, Disability, and Social Inclusion) initiatives were delivered. These included the dissemination of the Woro Wiri Surabaya service to persons with disabilities and other marginalised groups, a thematic workshop for South Sulawesi-based online journalists, and two key FGDs in Surabaya—one focused on inclusive transport in collaboration with the local transport agency and GESI stakeholders, and another conducted as a Pentahelix FGD to align multi-stakeholder perspectives on inclusive mobility. Together, these activities underline the project’s commitment to equitable and sustainable transport systems across Indonesia.
Project outcomes:
The project has made contributions to Indonesia’s low-carbon transition in the transport sector through the development of a Roadmap for Emission Reduction in the Land Transport and Railway Subsector, a Railway Emission Inventory Tool, and a comprehensive National Transport Decarbonisation Roadmap. These strategic documents are supported by a series of complementary initiatives, including pilot training programmes for motorcycle conversion, a focus group discussion (FGD) on road safety, public engagement efforts on the GOBIS application, and the preparation of a Public Transport Revitalisation Plan.
Further achievements include a draft regulation on regional transport and the publication of two transport-focused books, collectively downloaded over 700 times—demonstrating growing public interest in sustainable mobility.
UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK's International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change.
