We invite all organisations with relevant experience in delivering technical assistance, policy reform, capacity-building and commercial advisory of projects in energy efficiency and electrification to register. This could be both international and local think-tanks, consultancies, academic institutions, NGOs, professional associations, or any similar organisations that have the knowledge, skills and experience to deliver an eligible project.
Proposals from private sector entities are welcomed.
We are seeking proposals for projects that advance decarbonisation of the industrial and building sector through energy efficiency and electrification in Indonesia, with a specific focus on reducing carbon emissions and supporting the country’s energy transition goals. These projects should align with national policies and priorities, provide tangible benefits to both the private sector and the broader community, and contribute to the development, implementation, and scaling of energy efficiency and electrification strategies.
To be eligible for funding, all proposals must respond fully to one of the specific intervention areas below:
This initiative aims to support SMEs in Indonesia by enhancing the adoption of energy efficiency (EE) measures, electrification of heating, and integration of renewable energy through targeted interventions. Key components include capacity building via workshops, webinars, and a knowledge platform, along with technical assistance. The programme may focus on key sectors such as buildings, retail, small manufacturing companies, and healthcare facilities. Initial activities involve desk research and scoping studies to identify challenges and opportunities, followed by pilot projects that can be scaled nationwide. Peer-to-peer learning networks will further promote the exchange of best practices among businesses.
The programme is designed to equip SMEs with the tools and knowledge to reduce operational costs and emissions while contributing to Indonesia’s broader energy efficiency and sustainability goals. It has a strong focus on Gender Equality, Disability and Social Inclusion (GEDSI). By empowering SMEs to implement energy-efficient practices, the initiative aims to foster long-term benefits for businesses and the environment alike.
Theme 2: Market transformation through energy efficiency and electrification in the private and public sectors
This programme aims to develop a comprehensive portfolio of bankable decarbonisation projects focused on energy efficiency, fuel switching and electrification of heating in Indonesia by providing tailored technical assistance, capacity building, financial facilitation, and continuous monitoring. Early activities will include a scoping study to assess the investment landscape, a call for proposals, and the design of targeted training. A key focus will be supporting Energy Savings Performance Contracts (ESPCs) in government buildings, encouraging greater public sector engagement with Energy Service Companies (ESCOs) through standardised guidelines and tailor-made technical support.
Additionally, an EE Project Incubator will be established to identify and nurture promising projects, offering vital technical and financial support to ensure their viability and appeal to investors. The incubator will transform innovative ideas into tangible projects across sectors such as residential, industrial, and government. Aligned with the Just Energy Transition Partnership (JETP), the programme will engage experts for rapid project evaluation and energy audit support, while capacity-building efforts for ESCOs will foster sustainable business models. This holistic approach addresses barriers to energy efficiency and promotes a culture of sustainability, empowering enterprises to adopt energy-efficient technologies for the future.
Theme 3: Regional energy efficiency capacity-building and support for national regulations and roadmap development
This initiative aims to strengthen Indonesia's capacity to effectively implement, monitor, and plan energy efficiency retrofits. It involves collaboration with national and local governments, alongside other donors, to develop an Energy Efficiency Emission Reduction Certification programme, as well as training & certification courses for energy efficiency and measurement of savings. Pilot projects showcasing energy management and green building practices will be implemented in selected buildings to refine and demonstrate these initiatives in action.
Key components include addressing technical and capacity barriers through training programmes, aligning regional policies with national energy efficiency goals to overcome regulatory challenges, and increasing market demand through tailored energy efficiency roadmaps. The programme will engage both private and public sector stakeholders via workshops and focus group discussions to develop actionable strategies that promote the widespread adoption of energy efficiency measures. Additionally, it will support the finalisation of a national ESCO regulation, organising discussions with key stakeholders to ensure its smooth passage, while exploring potential incentive schemes for future energy efficiency initiatives.
Projects will be selected through a one-stage open and competitive call. Successful projects will receive funding of up to £800,000 per year, for a total duration of 21 months with a possibility for extension. While we aim for projects to start in April 2025, the exact duration will depend on the actual start date, with funding available through December 2026.
