In order to achieve low-carbon cities, land use spatial planning is essential. The project has developed a first of its kind user-friendly tool (MYEcoPlan) for land use planners to integrate carbon emissions considerations into future low-carbon city planning. MYEcoPlan is a web-based portal tool allowing town planners to estimate and analyse current and future carbon emissions, and develop carbon reduction scenarios by implementing low-carbon projects.
Following a successful pilot in the region of Iskandar Puteri City Council (MBIP) during the first phase of the project, the system will be expanded to the entire MBIP and replicated to Shah Alam City Council (MBSA), Pengerang Municipal Council (MPP) and Langkawi Municipal Council (MPLBP). MYEcoPlan outputs also will be incorporated in the National Low Carbon City Guideline which is currently under development by PLANMalaysia. This will help Malaysian authorities in the preparation of development plans (such as structure, local, and special area plans), and help improve decision-making for future low carbon municipal developments.

UK PACT (Partnering for Accelerated Climate Transitions) is a unique capacity-building programme.
